Wembley Park:
Solving Short-Stay Violations on Private Land
Short-stay violations are one of the hardest enforcement problems on privately managed sites.
Drivers stopping briefly for errands, using drop-off zones as parking, ignoring no-stop areas for just a few minutes.
Each incident seems minor. Collectively, they disrupt flow, frustrate legitimate users, and erode the operator’s ability to manage the site.
The problem isn’t the rules.
It’s proof.

Why traditional ANPR falls short
#1
Standard entry/exit ANPR measures one thing: duration. It tells you how long a vehicle was on site – not what it did there.
#2
Short stops go undetected, context can’t be established, and any PCN issued is easily contested.
#3
Operators know the problem is happening. They just can’t enforce it.
Our approach at Wembley Park (with UKPPO)
PTZ-based enforcement
PTZ (Pan Tilt Zoom) cameras shift enforcement from duration-based to context-based.
Every vehicle is tracked continuously across the zone. Short stops are identified in real time.
The full sequence – entry, behaviour, violation, exit – is captured as an unbroken visual record.
Every PCN is backed by timestamped evidence at three critical points: start of session, start of violation, and end of violation.
Combined with clear on-site signage, this created a precise, self-contained case for each contravention
The result is high enforcement accuracy with very low operational and legal risk. Complaints are rare. Appeals rarely succeed.
The evidence is simply there.
Outcome
More available bays. More customer visits
Consistent enforcement means short-stay bays actually turn over. Visitors find parking when they arrive, which directly supports tenant footfall and repeat visits to the site.
Less congestion. Better site experience
Eliminating idling, bay blocking and unofficial drop-off reduces queuing and improves traffic flow across the site – for drivers, delivery vehicles and pedestrians alike.
Rules that are visible and credible
Clear signage combined with consistent, evidence-backed enforcement means drivers understand and respect the rules. Complaints are rare. Appeals rarely succeed. Operator confidence is high.
Sustained performance – no degradation over time
The system maintains consistent enforcement month-on-month without additional patrol resource. Compliance improves as the site builds a reputation for fair, reliable management.
